Set the radial area: Filter/Blur/Iris Blur:

On the Blur Tool Panel, set Iris Blur: 32px
On the Blur Effects Panel, set Light Bokeh: 26%:

To create the fuzzy border:

Go to: Edit/Stroke/70px/Color: Black/Inside/Normal Opacity: 100%
Go to: Filter/Blur/Gaussian Blur/100px
